Chief Arbiter’s information

(based on FIDE Guidelines for the organizers)

1.    Opening Ceremony

The Opening Ceremony starts on September 9th, at 7 pm in the Center for the Arts for Gifted Children of the North. All the participants are expected to be present at the Ceremony.

2.    Colours in Round 1.

The top seeded player in Round 1 receives White or Black in the first game as decided by lot during the Opening Ceremony. In the second game of the same round, colours are reversed.

In match 2 of Round 1, the higher seeded player has the opposite colour to the top seeded player, and so alternating through the list. For subsequent games of the same round the colors alternate automatically.

3.    Technical meeting.

The Technical Meeting of World Cup 2019 takes part on September 9th, at 8:30 pm in the Center for the Arts for Gifted Children of the North. All the participants are expected to attend the meeting.

4.    Playing session

Each playing session starts at 3 pm.

5.    Default time.

In accordance with Article 6.7.1 of the FIDE Laws of Chess the default time is fixed as follows: in case if a player arrives at the chessboard with a delay of up to 15 minutes from the actual start of the game, he should be charged of 500 US dollars deducted from his prize money.

In case of delay of more than 15 minutes, the player loses the game (without financial penalty).

6.    The Appeals Procedure during tie-breaks.

All members of the Appeals Committee should be available at the playing venue during the tie-breaks. A player willing to appeal is encouraged to do it within 15 minutes after the relevant tie-break game. The decision should be taken as soon as possible. The discussion of any appeal should not affect the regular process of the remaining games.
